School Board Work Session Identifies Priorities
The Stafford County School Board held a work session on Saturday, June 27, 2015, in the professional development center at the Alvin York Bandy Administrative Complex in Stafford, Virginia. The agenda included discussions of recommendations related to division organization and management contained in the efficiency study conducted by Evergreen Solutions, LLC, and concerns regarding class size increases. These increases were mainly due to a reduction in teaching positions as well a larger than projected increase in student enrollment for school year 2014-15.
Among the sixteen efficiency study recommendations reviewed by the Board on Saturday, two areas were identified as top priorities for the upcoming school year. The first area was related to strategic planning and alignment of division resources. The Board would like Superintendent W. Bruce Benson to develop a plan to review and revise the divisionís vision, mission, and goals, and identify measurable outcomes and strategies connected to desired outcomes. The Board requested that a Superintendentís Strategic Planning Committee be developed. The committee representation shall include School Board members, parents, teachers, administrators, and government and community leaders.
The second area identified was communication. It was noted that the division does not have a formal communication plan and division-level communication often appears reactive.
Board members expressed concerns regarding class size. The Board received a detailed analysis of class sizes across schools prepared in the fall of 2014. Board members noted that 2014-15 class sizes in many classes in the division were much higher than they would prefer them to be. Board members indicated their appreciation for the level of detail in the class size report, as simple averages do not reflect what many students and teachers experienced last year. The Board strongly expressed a desire to improve in this area, requesting that the superintendent develop staffing recommendations for presentation to the Board prior to the development of the 2016-17 budget.
The School Board expects to receive timelines and preliminary action plans prior to students returning to school in September.
